Don,

You touch the poined lead at the end of the colied side of the meter to your positive terminal on your battery. At the same time touch the other end (metal lead) of the meter to the negative battery terminal. It's supposed to show 4 lights when fully charged. I had two of these sent to me by BPS and neither worked properly. Hope yours does better.

all you have to do is put the metal tip from the meter part with the screen on the positive battery terminal, then put the metal tip from the corded part on the negative and that will give you your reading. it will tell you in thirds how much percent is left. but i like to go off the voltage. a fully charged 12v battery should measure at about 12.8 volts or so. a drained battery is about 11.8 volts. so if you are using the battery for a few hrs and then the meter tells you that you have a charge of 12.3, then you know that you used about half of your power. and if it says 12 v, then you know that you are getting close to draining it down.
