The vent hose will hook to the permanently installed gas tank (typically via a brass barb fitting) and to a small screened vent line fitting in the top of the boat's gas compartment. It simply allows the tank to "breathe" as the gas volume expands and contracts within the tank due to changes in the fuel's temperature.

If you'll look at a permanent fuel tank, you'll see a tube that the 5/8in vent hose connects to, you then make your hole large enough for the vent piece, put on the washer and nut, and tighten it down and connect the hose to that fitting. Secure it with the hose clamps, nothing to it. here's a link to a permanent fuel tank I'm considering buying.
