There are plenty of times and places to fish this. First, color is very important. Depending on the time of year, the weather, water clarity, your choice of a color will make a difference on whether or not a bass will hit it. I would suggest doing a little reading on which colors work best for which situation to help you with that.
Otherwise, lily pads, weeds, hydrilla, millfoil, are great places that bass wait for their prey to swim on by.
The way you fish it makes a difference too. Sometimes, the bass can't stand when a frog just sits there and then makes a quick move and stops again. Other times, you have to work it kind of like a buzzbait but with little hops in the water.
Also, don't forget that if you know how to skip these guys, under docks and low lying brush along the shoreline are where many bass also are waiting to pounce.
