yes i would start my child out with the cobra stealth bow sights not to expensive but a great starter i started my little brother out on these and it was easier for me to point out what adjustments he needed make on his own with out me doing it

we have these bows for our youth program at our archery club. We use Beman ICS junior arrows and they work just fine and are tough here is the link.

really i am going to start my son out at 7 yrs of age knowing the fundamentals already by rifle hunting first where to shot and plus that about when his muscle will be able to pull one back

I don't believe there is a age limit. this is for kids that can pull back 10-20 pounds. If a kid is smaller, they also have a mini genesis that would fit them better.

I don't know what you mean by "rebow". I assume that it came appart or the string rolled off the cam. Either way, take it to a local archery shop or bass pro's archery department and they should be able to fix it.
