Yes, by tightening the screws you can increase pressure against the spool to increase the tension.

Only for baitcasters, for spinning reels it does nothing.

yes it does add tension to the line and its adjustable from real loose to locked down and you can clamp it to any stationary round stock not just to your rod if your worried about damage to your rod.

The spool holders are spring loaded and can be slid along the spool bar to develop enough tension. Instructions are permanently attached on the under side of the spooler.
