delaware river herring

I think I'm going to get these for catching herring to catch stripers. Should I fish these with bait or plain

as long as there are fish there you dont need to bait them but if there are no visible fish you may want to put a tiny peice of night crawler on 2 or 3

Use them plain, it works better for herring because these look like baby shrimp. Now if you want to, you can cut Berkley shrimp into pieces and put them on the hook to sweeten up the sabiki rig. I haven' t tried it but I have heard about it in Florida Sportsman. I highly recomend you to just use it plain.
