Depends on intended use. I use a #6 on some 1/16 and #4 other times. Pour my own lead heads so I can pick and choose. Depth, water current, jib bodies used and etc dictate what size of hooks and weights I use. Fishing deep may require 1/8 oz to get down as would current and the such. Crappie have a pretty big mouth and size of hook doesn't seem that critical, like the depth, color and action does to entice bites.
i use both. the #2's are good for larger grubs (3"), while the #4's are better for 2" grubs. the #2 hooks have a longer shank. i make 1/16 oz. jigheads with both sizes.
Don't know. Would suppose the best bet would be to go to fishing or bait shop that would be willing to order you a box or two. Expect that the demand isn't too great for the tinned hooks so BPS doesn't offer them.
