Don't use kitty litter, go to any auto parts place and get the oil absorbant. It saves you money and controls any odor. Use baking soda for added odor control if needed.

A: 
There is enough gelling powder to gel 32 ounces (946.35 ml) or 3-4 uses. This is a personal choice/decision; the gel keeps on working until fully saturated, and must be activated by a liquid to properly encapsulate the solid waste. The toilet's lid can be placed on the toilet over used bags to keep out insects. Extra toilet paper and hand wipes may be needed. You may also want to consider purchasing a canister of Poo Powder® waste treatment and sprinkle a little on top of the waste between uses.

The bag is quite large, and made of heavy duty plastic. With the cost per bag taken into consideration, I would use it multiple times before removing and discarding. Do remove and discard whenever you need to move the PETT to a new location.

When moving the PETT from one site to another, do you have to remove the waste bag, and if so, how is that done to avoid a mess?

A: 
You really do need to remove and discard the bag when you relocate the PETT. It has gel in it to solidify the waste, but it is still in mushy gel form. While in the PETT, the bag is open. Remove it, you'll be happier.

Not if you are not moving it far. I you are then I would just take out bag, zip it shut and put a new one in.

Lift up the seat, flick the top of the waste bag that is tucked into the clean sanitary drip edge groove. Grab the upper portion of waste kit and twist bag a couple of times at the lowest point just above the waste. Fold over top of bag and place in the zip-close disposal bag for transporting to next campsite. You can use the bag several times before final landfill disposal. That's what I'd do.
