This should work great for your application on the hard shell liner. Be sure to thoroughly clean your liner surface as instructed by the product manual prior to installation.

what it is saying is it is purposely made for just your rods and if you want something else purchase something that you know is going to fit ur needs because i wouldnt want this since i prefer my reels attached

I use it with my reels on my rods. It gets a bit crowded but if you wiggle here and there you'll get em in there.

The vertical holder was made for just rods, without reels. You may be able to store them with reels on, but they will be crowded and the reels may hang up on each other. Berkley makes one specific for combos, 38-421-988-00
