Yes it will still work but you have to do it properly. You have to dig a whole and mix it in with the dirt. But, you will notice that usually only use the mineral when it rains. They like soft ground because it makes for easy digging and licking.

yes. you can mix it with water and yes you can poor it on the ground. BUT with the past 8 years of using the deer cane poweders i have found that if you live in an area where u get plently of rain in the fall the best thing to do is dig a hole jus big enough for the bag, but a few decent size cuts in the bag, and set the bag in the hole with the cuts facing down, and the sprinkle about a cups worth of the powder on the ground. there are several ways to set this stuff up but like i said it depends on the area.

It works better to mix the product with water than after site is acctivated than use the deer cane block but wait a month or so

It must get wet to start working. So if it's not going to rain, I would suggest taking water but you don't have to.
