The size you would need to get to fit the length would be the 15'-17' however that is going to be much wider that the beam of your boat. You really need to get the

The cover might fit better if you go up one size. If it is to lose, you might add bungee cords or additional travel straps. Thanks

Tuck the extra strap in a hal hitch to keep it flapping. Or fold it along the stap and place a zip tie around it.

Not if you order off the size chart, you will have to gamble with the larger size and hope it fits. The overall extra length can be stretched over the hood, but you lose your tight fit, buy some bungies if you have to go this route.

go 1 size bigger... my boat is 16.5 ft and 15-17ft cover was short (even with Trolling motor removed)... i returned for next size up and it fit fine. Go bigger and you'll be fine. Add the ABS Boat Cover Support (53281300) for 12 bucks and you have a nice inexpensive cover to protect your rig.
