Yes, it will kill a whitetail.The minimal draw weight for Florida is 35 pounds so as long as your at 35 or more pounds your good to go.

absolutely bro, I drilled a 200 lb black tail at 30 yards and the arrow went right through into the ground the whole arrow was covered with blood from the tip to the fletchings. this bow is sweet, mine is 50-60# set at sixty pounds

It will depend on his Draw Length and Weight.

Use this chart to see typical draw weights:

Small child 50-70 lbs for draw weight 10-15 lbs
Child 70-100 lbs for draw weight 15-25 lbs
Most women, boys from 100 - 130 lbs for draw weight 30-40 lbs
Women above average strength; youth boys 130 - 150 lbs for draw weight 40-50 lbs
Most men 150-180 lbs for draw weight 55-65 lbs
Muscular young men and larger men 180 lbs and up for draw weight 60-70 lbs

Really? 20-50 lbs

Details: 
Instructions say not to back the limb bolts out more than three turns for the draw weight adjustment, however this only allows the bow to go down to 27lbs??

What am I missing?

Yes, 20 to 50 pounds just by turning the bolts, that is the nice thing about youth bows. Just don't go below 20 pounds because it voids the warrenty.

ASA,, or archery safety association states that every limb bolt must have a minimumin 16 threds, this means you can safely back the limb bolts out 12 turns and have nothing to worry about. as an archery tech i have taken that bow down to 12 pounds, the strings were pretty much limp, have no fear.

it all depends on who you are buying the bow for, it is my most recomended bow for women and children, but if you have a 14 year old son you may want to take him to your local bass pro and have him measured and see just what weigt he can pull, it is possible not to get a young adolesent into an adult bow.
