They combined both into one but if you wear a 38 i would deffinatly got a couple sizes up because they run very small i wear a 32 and i got a 36.

The size “38” is referring to the waist size of the pants. This size is equivalent to a size XL with an inseam of 32 ½ inches. Thank you!

As far as I can tell the only thing on them that seem to be are the bottoms which is good if your walking through damp grass but other then that I don't think so.

I bought these about a year ago and the sizes always run about two sizes small for the waist and the length is usually ok but when i stepped in a puddle i was pretty upset that i had to walk around with wet pants all day. they repel some water but not much.
