In all reality, a small tube such as the Northland Slurpies can be used on a very wide variety of fish. Generally, this size of tube is used for panfish such as crappie, bluegill, perch, and the like. However, sometimes these can be a great way to catch bass in and around cover, especially in sluggish periods where they are not feeding on larger fish. Try vertically jigging, or suspending these beneath a bobber in and around cover. You will be suprised at the variety of fish that you can catch on these and other panfish tubes. Also, if you do happen to use a slip-in jig head, try dabbing a little bit of shad scent on the lure to help attract fish.
