A: 
A 10 weight fly rod will be sufficient for small tarpon. If you anticipate heavy winds or large fish I suggest moving to an 11 or 12 weight rod. The World Wide Sportsman® Deceiver Rod/Kingfisher Reel Complete Fly Outfits (Item #1961814) would be a good option.
