Any other time I see these there are different sizes, one for very small flies (less than 18) the anothe for flies up to size 2 and then another for big flies.

It's been my experience that Bass Pro is quite limited in what they carry for fly fishing & what they do have is marketed under their own brand. There are a VERY few items that are popular brands. Bass Pro is improving at better definition & multiple sizes/colors/etc, but they are not my 1st choice when looking for fly fishing or fly tying items.1 of 1
