Yes and no. Both rounds have basicily the same diameter of bullet give or take .001"If you buy standard 38 ammo and put it up against a +p+ 127 grain 9mm, no it does not. Vise versa as well.
Take both rounds side by side +p+ rounds, the 38 will out do the 9mm any day. A 158 grain +P+ Gold dot hollow point is just as powerful as a 357 magnum.
