Yes it can. That is the exact combination that I use and it works very well.

A: 
Any spark will light the pyrodex pellets so the answer to you question is yes. Keep in mind 209 primers are normally used with pellets and the percussion caps are normally used with loose powder but any spark will make them work.

Kleanbore is specially formulated #209 primer that dramatically reduces chamber buildup for easier bullet seating. A cleaner bore gives you greater accuracy and more shots between cleanings. Kleanbore gives you up to 20 shots between swabs. For use with black powder substitutes

the 209 primers are specifically designed for an in-line rifle ingnition system and probably would not work with your 1851 revolver.

Check with the manufacture or a gun smith if you have doubts.
