Cold weather can adversely affect the operation of PFDs. While the CO2 cartridge will fully inflate the vest most of the year, in extremely cold temperatures the same amount of gas will not expand to the same volume which can reduce the vest’s buoyancy.

Yes, but you must wear it for it to count. That is, if the game warden stops you and you are wearing it, it counts. If you are not wearing it, it doesn't count and you had better have a conventional life jacket in the storage locker.

You must have (or purchase) a rearming kit if you activate it using the CO2 cylinder. $25?? or so.

The rearming kit is item 38-614-985-63 - K301Kit24. Once inflated you would need to replace cartridge.
