I remove the split ring on lipless cranks but usually leave it on for billed baits. My advice is to observe it in the water, you can usually tell when it's swimming right by visual observation.

This varies with every crank bait. You need to decide by looking at it if you think it will help the action of the lure or hurt it .Also, if the snap you are using is real small, you might have problems with it working itself into the split ring.
