I believe the handle acts as the pump. When it says it will pump upward, I think they are trying to say that the pump will shoot out gasoline if you point the nozzle upward (towards the sky) while holding the nozzle above the tank.

I wish they could answer with a little more effort, Just my $0.02!!!
