Yes, you can use these fins without wader boots. I would suggest wearing water socks or water shoes to help cushion your heel and protect the bottom of your feet from cuts abrasions, etc.

these fins are made specificly to fit over wader boots. You can try them without boots, but i don't think that they would be comfortable.

I think it depends on the size of the boots. All I can say is that I could not fit a boot or a sneaker in size 13 into the fins. However, I placed water shoes that I got at another retailer over my stocking foot waders and found it to be comfortable all day.

Yes, they are designed to be used with waders. I use mine with water socks or water shoes.

I don't see why not, as long as the boots are not larger than say a size 12-14 they should fit fine.
