Does the unit monitor voltage or amperage?

Details:

Since batteries come in various Amp Hour ratings and output capacities - and since it is possible to wire multiple 12 volt batteries in a parallel configuration producing an increased current capacity what does 25%, 50%, 75% actually represent? Current or voltage remaining? And, what are the thresholds associated with each LED lamp for whichever aspect is being monitored.
