The tackle bag system includes the bag and for boxes made to fit the bag. The bag only is just the bag by itself.
Buying the system is slightly less expensive than piecing it out individually, but the latches tend to fall off the included boxes.
For lower risk (but higher price) consider buying the bag only then outfitting it with boxes of your own from Plano.
Bass fishermen should note that narrow compartments in the included boxes do not accommodate large spinner baits well (but Bass-Pro separately sells a double-wide version from Plano with similar, but more reliable hinges).

It holds 5 boxed very comfortably
Depending on how much tackle your son has, a smaller box that holds 3 to 4 "360" size boxes may be adequate (and is nice for walkers).
If your son is an avid fisherman with a large assortment of lures for bass and other game fish, Plano makes a bag that holds 4 "370" size boxes with smaller side pockets that is easier to carry and much easier to cast with while it's on his shoulder. If it doesn't hold all the tackle he owns, it would still be easy to buy an extra "370" box or two for storage, while only carrying the 4 most appropriate for a given outing.

The side pockets also have lots of room for small specialty boxes, pliers, and other accessories (or even lunch), but are not custom-sized for any boxes I've seen.
How many of what fits depends on the size of the various lure types and how many are put in each compartment.
As a general answer, though, this is about the largest shoulder bag that anyone would want to carry while fishing (though boat fishing may make it practical to use a larger specialty box.)
