3 is the biggest, 12 is the smallest. I like the number 7, good for everything if you are fishing for bass.

I think the larger the number the smaller the snap. I have #12's and #14's in my tackle box and the 14 is smaller. Also, the fact that you get less with the highest number snap indicates to me that the smaller number is actually a larger swivel.
