Bass Pro Shops 5'' Standard Split Ring Pliers
Decent pliers for the money.
I was having a heck of a time trying to get hooks on and off my split-rings without a pair of pliers specifically for them, so I decided I would get something cheap just to try them out. Many of the reviews of other similar pliers warn of the difficulty of use for smaller rings. Unfortunately these are plagued by the same problem. They certainly can be used on a size 1 or 2 split-ring, but it is by no means always easy getting them positioned so that the ring does not bend. Often times as well the end won't be open enough, or have enough length to slide a hook or lure in to the ring with the pliers lodged in them.
Another problem I face is that with smaller-split rings that are weaker, the pliers will bend them out of shape when trying to open them. I'm sure both the size, and strength of the stock rings that come with lures make a difference here. I purchased a replacement bag of Offshore Anger split-rings with these and I'm glad I did, or I'd have a bunch of unusable lures with mangled rings.
If you buy these, I recommend having the extra rings around in case they bend the ones you already have on the lures. They do get the job done though, so I cannot rate these too low. I just wish it had been a little easier, and less stressful on the rings, which is why I bought them. At least they're cheap, and it's still probably more convenient than whatever contraptions you are using without a pair of split-ring pliers. Before these I was using a needle nose pliers, and a pocket knife. Dangerous, and tedious.
Lastly, the spring in the middle seems a bit flimsy. I'm not sure how long it will last, but I'm sure you could fix, or replace that relatively easily.

got a lemon?
I purchased these to replace a set my friend lost. I tried them and couldn't get them to work except once, with a loud snap. I pulled mine out--also from BP but not available now. The rings separated easily and I could grab them to turn. My old set has groove for the "splitter" to fit into. I'm not sure why they changed (about same price), but the new one I got was bad, and will be returned.

Beats fingernails by a long shot...
I often change hooks on my lures and these pliers make it so much easier than using my fingernails or a nail file. The pliers open the split ring with ease and keep the ring open for you to make a change out.
Cheap investment that saves a lot of time and broken thumbnails.
