The best way I've found to use these jigs is to tie them on, cast them out and let them sink to the bottom. then, slowly pull up on the rod, allowing the lure to bounce off the bottom as you retrieve. With a little practice and patience, you'll be able to find that sweet spot and reel in some big crappie.
Another option is to bounce it slowly off the bottom by lifting your rod tip up a few inches and let it jig in place. This works best when fishing in heavy cover or off of a pier or dock.
