The WINDSTOPPER® Soft Shell technical jacket features 120 gram ThermoLite® Insulation. It zips into either the 100MPH Parka or Pro Qualifier® Parka or Jacket for superior warmth, but also functions as a stand-alone thermal windbreaker. Made of tightly knit, stretchable 100% polyester, this insulated liner jacket is lightweight, windproof, and flexible. Other features include water-resistant coating, taped seams, elastic wind-stopping cuffs, high-nap poly-fleece lining, adjustable bottom hem drawcord, fleece-lined handwarmer pockets and collar, two front zip pockets, and one internal security chest pocket. Color: Black. Machine wash. Imported.

A: 
Yes, definitely, if you plan to be outside or in the wind. Fleece is great as a layer or for indoors, but if you are out in the wind or on a boat running down the lake, the wind will blow right through the fleece.
