Can this be easily mounted on a picatinny rail?
This is not a scope correct? So there is no magnification feature, right?

Exactly, this is a 1x magnification, which is NO magnification. It mounts directly to a picatinny rail. You don't even really need tools if you have some pocket change; the mounting bolt has a slot designed to allow installation and removal with a coin. If you want magnification with the holographic red dot you need a magnifier.
