A:
I believe these numbers mean how thick or strong the arrow is and it all depends on the draw length and draw weight of your bow. Look on the back of the box and there should be a chart that tells you what type of arrow 250 or 350 you should get.

I've been the lazy off season shooter and left these arrows laying in the quiver on their side for a couple months at a time without seeing any damage or significant bend. After I shoot them a couple times they seem to stand perfectly again so I don't think a whisker biscuit would have any effect on them. I've blown through block targets and deer without them bending so you should be fine.

12 to a box. I spin tested all of mine and shot 8 of them in practice. I draw 65 pounds at 28" with a trophy taker drop away. They are performing well.

A:
No they dont but these days more and more hunters are switching to 2" vanes because they cause less drag if you use a whisker biscuit or when they are flying through the air

No, they are not cut. The inserts are in the box and will be inserted after they have cut them at your local shop. I only shoot blazers and they ALWAYS fly straight as long as your arrow is tuned. In my opinion, they would fly straighter than a 4 inch vane because there is less material to be affected by wind...who knows though?

First off, I hope you purchased the supreme lite with feathers and not blazer vanes. The blazer vanes will hit your riser and cause your arrow to wobble a lot in the air. make sure you have feathers as they are best for traditional bows. Next, I would suggest using either 100 or 125 grain heads. either will work fine. I would suggest using either a muzzy phantom or magnus stinger or buzzcut. These broadheads are really good at slicing through an animal getting good penetration which you will need with only pulling 40lbs.
