I'm going to be fishing Delaware river for stripers, should I fish these plain or with bait on them?

A: 
In that this question was asked 9 months ago, I guess my answer doesn't matter. Sabiki rigs are generally used to catch the bait you are going to use to catch the target species (in your case Stripers). I have found a bit of squid (tiny bit) on the hooks is better than plain.

You fish the sabiki plain (no bait). The use is for bait fish.
