A: 
If you stop the motion for too long it will come to the top. But if retrieved slow or fast when you pause you will get a hit. Retrievel speed depends on water temp and fish targeted.

I found this "twitch bait" to work wonderfully in 4-6 feet of water...anything shallower and you get into the bottom and weeds. It suspends nicely on retrieve, and triggers strikes from largemouth bass, chain pike, perch and even crappie and bluegills. I like the "Foxxy Shad" color.

I depends on your water temperature. The colder the water the more dense it is and less likely it will sink. It suspends good for me when the water temp is 58 and below. Optimum water temp range is 48 to 55 to get it to suspend and set still.
