Yes these are, the bottom go under your foot so when you pull the waders on the pants will not ride up.

size is determined by your waist size. the pants do run a little small. A size 36 waist is a tight 36 no extra room

elastic waist band. . I'm a 36-38 waist and they fit great. I got xl. you could fit a 40 in them fine.
