I have an 18' fiberglass runabout. At idle speed it runs right at 3.3 mph (taken by GPS).
With a 36" sock it slows the boat at idle to ~2.6 mph.
With a 48" sock it slows the boat at idle to 1.8-2.0 mph
With the 54" sock it slows the boat at idle to 1.3-1.6 mph.

This is all dependent on boat size, type, wind speed and direction, and all the other factors boaters have to contend with. The bigger the sock, the slower you go.
