Where can I get another inner bracket(the one that attaches to the boat so I can use the riptide on two boats? I don't want to have to buy another entire bracket set.

Yes. You'll need the plate if you have already installed your trolling motor. Otherwise you will se 4 screw holes when the motor is off.

yes there are four holes to drill because the the part of the bracket that bolts to the boat is about a third of the size

When there is carpet, or a rise from the bow to the gunwale. Carpet does not allow you to push the piece, mounted to the motor, down far enough to lock it in place.
