A: 
The latch end for the rod butt end would probably work well. The rod tip end will definitely not work. I never measured the actual ID of the latch end but they are certainly over 1 inch in diameter. They have enough room for my aluminum shaft paddles I carry on my boat. For the price they would be worth trying.
