A:
Both the Remington's and Colt's have rifling. The only difference between newly manufactured Colt's and vintage colts is that the rifling is not progressive. It means the rifling is of constant twist rate. The lead balls are slightly shaved as they are loaded into the cylinder.

The Loaded lead balls or bullets are slightly over size relative to the barrel dimensions and are able to to engage the rifling. The pure lead may also deform to engage the rifling due the pressure of the powder blast as well.

A:
Generally the Redi-Pac comes with .454 lead balls. The slightly larger ball diameter is design to provide a snug fit when pressed into the cylinder. You should see some slight lead shaving when the ball is pressed into the cylinder. This is normal.

Generally since black powder guns are considered primitive weapons, gun permits are not normally necessary to carry or purchase them. Best to check with your local sheriff office or go on-line to find out your state laws concerning owning and carrying black powder weapons.

You will have to check your local and state regulations and laws for that answer. Your local conservation agent is a good place to start.
