I just bought this jacket a week or two ago and i just noticed that there is an adjustable strap on the back of the hood.

Can somebody please tell me what this is used for?

It just rolls up the hood so it doesn't flap in the wind if you don't want to wear it.

Yes they have 3XL. I am very tall and large framed. I bought the set in the store and they are 3XL. Hope this helps.
