size of rods held

Details: 
i have rods varying from 7 feet to as low as 4 and 1/2
will it hold them correctly on there?

Yeah it does just fine. I just mounted the rod holder (the top) just below the lowest guide on the smallest pole.

shouldn't be a problem. the only problem I had was with large salt-water rods where the slots weren't big enough. For rods with average circumference you could hold any length rod just by varying the distance between the two pieces.

i had no problems with rods from 9' to 5'. The only restriction is the width of a rod

Yes; set the base and then just mount the holder to fit your smallest combo.

As long as you don't mount the the 2 portions far apart. I mounted the top approximately 2.5 feet above the bottom and it holds allof my rods without any problems.

just over 16" The screw holes are spaced 16" to go to a stud, and there is very little extension beyond that - just enough to retain the screw

From the side of the scale to the other side is 4 inches. From top to bottom of the handle is 6.5 inches. The screen is is about 2.5 by 3.75 inches.

you could install horizonal, but you may run into trouble depending if you keep the reels on rods

No, the base is basically a cup holder and would not support the rods if mounted horizontally.

not sure if the rod handles would not slide downward because although there is a hole for the handles, unless you have a straight handle and not a pistol shape one, they don't exactly sit inside them. The tips would stay in place but that of course would not be good.
