I really am not for sure what bouyance rating is . I wear two of them at time . I weigh 265 . I bought a inflatable vest that has a better rating but I didn't like wearing it all the time . The belts are so comfortable that I even wore them all the way back to house once forgetting that I had them on .

I had a 48 inch waist and all four of our belts fit just right back then. I wear two of them at a time because I weighed 295 then and even now weigh about 265 . They are totally more comfortable than the inflatable vest model even with two on .

You don't put it on inflated. You wear it uninflated and only inflate it in case of emergency.
