No,rocky waterproof is a fabric treatment and not a lining as gore tex.

Yes they are if not better. I have wore these boots for over 5 year no (different pairs of course) using them in a dairy barn twice a day and it gets VERY wet in there cause you hav to was every thing down after each cow and milking

I don't think so, it's a waterproof coating that wears away after time. Gore-Tex is a waterproof membrane.
