It does have the twist base, but you'll need to remove 1 - 2 screws first for it to fit in the stern light receptacle. We found the twist base to be a little more loose than our light.

According to the Sea Sense web site, this is just a pole and uses your stern light base. The exact quote from the site is "make use of your stern light base during the day"

The pole telescopes from 26” to 48”. About 2” fits into the 2-prong stern light base, so you have about 24” to 46” to work with.
