Many seat-backs are built on a plastic frame which do not have the strength to hold the screws during a strong wind. Take a look at my other comments and photos to see how I overcame this problem.

Depends upon the seat back material.
Bracket comes with 6 sheet metal / wood screws and as long as the seat back is sturdy without too much of a curve in it - the bracket should attach correctly. But I think it has bigger issues. See my review.
