would it fit to my Neil Mackellow's ANACONDA specialist 4 piece surf rod by penn?, as I intend to use this to this beach casting rod. I am looking forward to at least 1" and 5/8 diameter..otherwise if you could help me find one that would perfectly suit to my rod.

I think it should fit. I use it with a Penn International stand up. Fits great. Also you can always remove the gimbal pin.

I would not recommend any fighting belt for a surf rod due the length of the rod below the reel. You could get the bottom of the rod in the belt but the reel would probably be over your head and not reachable for reeling. Surf rods are made to wedge between your legs during the fight or against your foot. A fighting belt really isn't neccessary. Your surf rod would need to have a gimbal butt anyway for this fighting belt to be used effectively.
