You do not have to have a swivel, however, if using a spinning reel for casting this bait, you may want to add one to reduce line twist.

I would say so, as a spoon lure like this is designed to flip & twist around quite a bit. Using a good quality swivel will save you line, and fish in the long run as twisted line is not happy line and usually winds up as a rats nest at the edge of your reel.
