For starters, use light colors in clear water: Silver and white. Go with brighter colors and combinations in stained or muddy water: Red, gold, orange, or chartreuse.
Hi, I will be fishing for trout in southern Canada for a couple weeks this summer. I need a cheap setup that will allow me to fish in small rivers/streams and maybe lakes. I need a rod and reel setup that will let me cast a 1/16-1/8oz rooster tail type in-line spinner (like the Mepps Aglia) on 4lb(trilene? recomendations on line?). The rod and reel would have to be a combined $20-$30. Here are my choices from the freshwater ultra-lightweight/lightweight catagories on Basspro.com:

Also should i get UL or L for those weight lures mentioned above?
Any coments, suggestiones, etc would be very welcome.
First, I have to highly recommend the ugly stik, its the ony rod ill buy, well worth your money. Extremely sensitive and strong, plus casts perfectly. Id go for L as i think that UL is just too small for me, and if you get a big one ( which isn't odd in Canada, i know, i live here ) you can be in trouble. As for line, id have to say 6 lb flurocarbon , as its harder to see than the mono, and stretches less. Plus you should spend a couple more bucks and get some ball bearing swivels, they'll save your line!
if you are going to be catching large trout you want the light action. with i'd say 6lb florocarbon. also when at all possible go with the ugly stick. you'll get your moneys worth.
get the BPS Megacast combo. I own one and it works good. I'd personally suggest going with a light action rod... ultra-light will work for small fish, but if a decent one grabs it, you might be in trouble. Better to err on the side of caution, plus a light rod will still enable you to cast small lures like you mentioned.
DO NOT get a Shakespeare - they are terrible except for big saltwater rigs.
For that light of line, I'd suggest going with fluorocarbon rather than mono - it's much stronger, much more sensitive and has less stretch. Any name brand will do - Trilene, Stren, Vicious, Bass Pro Shops has their own brand too.
