Simple answer: NO! This is in no way the best all around bass lure! The best all around bass lure would be a soft plastic bait like a Senko or BPS Sticko because there are only certain times of the year that a hard plastic bait shines. Plus, the Sticko catches much larger fish.
They have a pretty strong bill i have run them into and off rocks trolling for walleye and they hold up good. Had one bill crack but it was after hours of use.
No. In fact, the DTs have extremely weak bills, so i switched from DTs to Shad Raps. I have had about 6 DTs lips breaK off, and never once with a Shad Rap. I usually bounce this off of rocks and timber, (you are supposed to do this with a square lipped bait but i have found no difference) and i am very pleased with the durability.
They both work well but I prefer the balsa over the plastic version. The balsa "wiggle" seems more natural to me and I've caught more fish on the balsa version but the plastic version is heavier casts further, suspends and has rattles. You really can go wrong with either one, buy 1 of each and see which one works best for you.
I notice you mentioned "you heard the DT's have weak bills". Have you ever had a problem with one? I have never had a problem with any Rapala lip. Maybe if you catch so many big fish it will finally give out, but that is true with anything.

I haven't broken a bill on any of the rapalas. I'm not afraid to cast right at bridge pilings, wood, rip rap, sea walls...nothing. I think the plastic is very durable.
