The strap is intended to keep it quiet when you carry it. For the best result you should take the strap off.

I do not know if that is what is intended. but when I use it, I do not have the elastic strap around it. I use the elastic strap to keep it quiet when transporting it, or so I do not make any unwanted sounds while in stand, like when reaching for gun/bow.
