Its a nylon netting. Being netting, it should dry very quickly which would prevent rot unless its put away wet in a place it can not dry properly.

Is it shoot through?

Details: 
The write up says that it is see through. Can I shoot through it with my bow? Can i use it as shoot through windows in a ground blind?

Its just netting. I would be worried about shooting through it unless I actually cut a hole in it. I do not think it would be safe to just cut a slot and shoot through it.

I have felt it before and it is a little stiffer than most shoot through mesh on ground blinds. If it is kept very tight it may work, but my inclination would be to ask certain ground blind manufacturers for a few yards of their shoot through material to be on the safe side.
