Can they be mounted under the bottom? do they have a waterproof mounting seal? Are they bright enough to use as a running light?

A: 
No these are not designed to be submerged
these are 50watt halogens and are the equivelent of fog lights on a car
they are designed to guide you in the dark when getting close to shore or docking on a ramp or wharf
Best mounting position is on the foredeck area but beware of reflection from the hull which makes it difficult to see foreward Mine are mounted on the side of the cabin front

The docking lights are five and a half inches wide by three inches high by two and a half inches deep
The mounting bracket and rubber boot keep the unit one and three quarter inches away from the mounting surface
